good point.. i would think it is not riperian zone, and not vegetation, so just send it floating downstream ,piece by piece and say nothing, and dont ask them..
maybe a nice camp fire would get rid of a lot of it and keep mosquitos away as well..
if there is junk or overburden etc, in the way, you are allowed to move it.
i read that part of regulations a lot.. as long as no silt gets into stream dont worry about it.. even if it seeps thru sandy gravel, silt will be filtered out unless all coarse rocks.
